The costs are likely to exceed EUR 3 billion
According to Yuri Kasich, the former director of electricity supplier Ukrenergo, the construction of a substation will cost about 30 million euros. If the systems, some of which are large, are moved underground, that is 20 to 25 percent more. With 90 large substations, the costs amount to more than three billion euros.
Since mid-October, Russia has been attacking power plants in Ukraine with missiles.
