Of the 3,589 places, 80.5% is awarded through the merit-based competition system and the remainder is offered through a competitive examination. The unions warn that this process will not be sufficient to reduce temporary employment.

The Government of Navarre will offer: 3,589 positions in health, education and administration, as part of the extraordinary stabilization process to reduce the temporary nature of public employment, derived from Law 20/2021. The decree was published this Monday in the Official Gazette of Navarra.
Of the 3,589 vacancies, 2,890 (80.5%) correspond to selective processes to be carried out by the merit contest and 699 (19.5%) for procedures from match opposition
The unions LAB, AFAPNA, CCOO and ELA have expressed in two statements their rejection of the formal decree regulating the stabilization OPE, presented on Monday at the Public Function Table.
LAB is of the opinion that this decision “it is stillborn because it will not even be remotely helpful to achieve the target of reducing temporary work to below 8%”
“It’s just paripé to try and get around the European mandates and access the announced multimillion-dollar funds,” he added.
