Battle over wording – COP 28: “On the road for fossils” not in the final text?

At the UN climate conference in Dubai, the question remains whether there will be a commitment to abolish the use of fossil fuels. A new draft text distributed on Tuesday mentions the possibility of not mentioning the subject at all in the planned final document.

Other options also appear in the draft: the most far-reaching variant calls for an “orderly and fair exit from fossil fuels”. A third variant calls for “accelerating efforts to phase out fossil fuels unless there are facilities to capture emissions and rapidly reduce their use, thus achieving carbon neutrality in the energy system by or around mid-century reach”.

Oil exporters are fighting back
The future use of fossil energies is one of the main points of contention at the World Climate Conference (COP 28). Mainly countries that export oil and gas, countries that resist calls for an exit, but also some other countries that still use fossil energy on a large scale. Conversely, many other states, including the EU countries, are calling for the exit perspective to be anchored in the final document of the climate conference.

Record number of lobbyists at the conference
A record number of nearly 2,500 fossil fuel industry lobbyists have been accredited to the World Climate Conference, according to an alliance of non-governmental organizations. According to the NGOs, this is evident from preliminary documents from the host country, the United Arab Emirates.

However, the high number is not surprising given the overall high number of participants at the COP, the report said. In total, more than 88,000 people are accredited there. It was determined in advance that everyone had to mention their employer and any financial ties with companies or organizations when applying for admission and that this would also be made public.

The exact number of stakeholders was given by the Kick Big Polluters Out alliance as 2,456. However, the actual numbers could be higher as only clearly identifiable cases were recorded. Those affected often came to Dubai as part of national delegations – for example the head of the energy company Total on the French ticket or employees of BP, Eni and ExxonMobil on the EU ticket.
