The “Universal Periodic Reviews” (UPR) of the UN takes place every four to five years. In the autumn of 2025, the state report of Austria will follow in the spring of 2026 a meeting of the Human Rights Council, in which the UN member states will make recommendations to Austria. The state can accept or reject this. “Not very satisfying” was the last third cycle, Horn said: Only in eight percent of the recommendations that Austria has accepted is there considerable progress. In another 45 percent, fundamental progress is visible in 47 percent. “In some areas, such as inclusion, we should even go back,” said Horn. Participated more than 300 organizations
According to Horn, more than 300 organizations took part in the opinion coordinated by the League for Human Rights, either directly or through their umbrella organizations. The 159 requirements include measures against household and sexualized violence on women, national uniform quality standards in the well -being of children and young people, uniform protection of discrimination, also for reasons of age, religion and the worldview, as well as a conclusion of the enforcement of measures. Austria has a major problem with political participation: “We have many people who are currently not allowed to participate in the political process, although they are legally in Austria.”
There was also criticism of recently approved measures due to the black-red Pink federal government. Horn called on to reset the monitoring of the messenger. In turn, Zehetner-Hashemi complained that the reunification family for asylum and subsidiary protection and the deportation of a Syrian criminal complained in his home country. For both, the requirement for guardianship for minors does not remain a -controlled refugees from the first day.
Lack of strategic planning
In any case, there would be no strategic planning in the human rights area, Hoorn emphasized. He called for a national action plan for human rights. Moreover, a “human right -wing approach” is needed that should enter human rights in the legislative process.
President of the Disability Council, Klaus Widl, saw a lack of implementation of the UN Convention on the rights of a disability. He called for wages instead of pocket money for people with disabilities who work in workshops and a strategy for “deinstitutionalization”. It should also not depend on the state of the state.
