Dozens of sub-associations of the Tyrolean “Jungbauernschaft/Landjugend” have to repay a total of more than 800,000 euros in Corona aid. According to an investigation, they are attributable to the Tiroler Boerenbond, a sub-organization of the ÖVP Tyrol, and are therefore excluded from funding from the so-called NPO fund, Vice-Chancellor Werner Kogler’s (Greens) department said on Monday.
Since the spring of 2020, non-profit organizations can apply for funds from Kogler’s “Non-Profit Organizations Support Fund” to better cope with the corona crisis. Parties and their sub-organizations are actually excluded from this pot, but several organizations close to the party, most notably ÖVP, have benefited, according to a request from NEOS. Kogler then announced in-depth testing with Austria Wirtschaftsservice GmbH (AWS), which is handling the transaction, some of which has now closed.
Aimed at young farmers/young people in rural areas
The subsidies to the organizations of the Tyrolean “Jonge Boerenbond/Landelijke Jeugd” are largely controlled. During this investigation, 120 local and district associations of the Tyrolean “Jonge Boerenbond/Rural Youth” submitted identical statements and documents, proving that they were attributable to the Tyrolean Peasants’ Union and thus qualified as a sub-organization within the meaning of the party law, according to Kogler’s department.
Trade associations of the Tyrolean Farmers’ Union
“These associations describe themselves in particular as trade associations of the main association Tiroler Bauernbund, which, according to its own description as well as according to the statutes of the ÖVP Tirol, is a sub-organization of the ÖVP Tirol.” essential parts of their statutes are also prescribed. The financing from the NPO fund, totaling EUR 816,752.15, is therefore reclaimed from these 120 sub-associations.
Three clubs with different opinions
Three other associations of the Tyrolean “Jungbauernschaft/Landjugend”, possibly also attributable to the Tyrolean Farmers’ Union, had submitted a different statement and were therefore requested to provide additional documents. And eight other associations of the Tyrolean “Jungbauernschaft/Landjugend” have already been recovered “due to a lack of feedback, which constitutes a violation of the contractual obligation to fully participate in checks”, for an amount of approximately EUR 57,000, EUR 9,000 in that have already been paid back.
Controls also in neighboring Vorarlberg
The exam of the association “Vorarlberger Jungbauernschaft/Landjugend” has been completed. This association is entitled to claim because it has been explained in a comprehensible manner that it should not be regarded as a party or part of a party after an amendment to the articles of association in 2016.
Exams in Causa Seniorenbund still busy
The audits of the state organizations of the “Seniors’ Association” in Upper Austria, Carinthia, Tyrol and Vienna, each of which had submitted extensive documents, are still ongoing. The financing amount of almost 25,000 euros was already recovered in July from the Vorarlberg Seniors Association.
