From this Thursday, February 2, the Basque Parliament resumes its activities with the celebration of the first plenary session of the year and with the long-awaited project of the Law of education on the table.

Initially, the text was to be presented before the end of 2022, although Basque government spokesman Bingen Zupiria later set this first quarter of 2023 as the deadline. a year that also brings two electoral appointments -municipal and regional elections in May and general elections at the end of the year-, which could further delay its adoption. The education pact stipulates, among other things, that Basque education will be structured as “a multilingual system whose axis is the Basque“and is considering various measures to reduce the weight of the public school and fighting the segregation.

Two months later, doubts begin on the part of EH Bildu and Elkarrekin Podemos-IU to the commitment of the Ministry of Education with said agreement.

The socio-political context surrounding the process

The education pact between PNV, EH Bildu, PSE-EE and Elkarrekin Podemos-IU has been established especially difficult moments. The Gasteiz government’s offer to PP+Cs to organize two-year classes in private schools caused “mistrust” and “concern” among the opposition parties that have joined the pact.

Elkarrekin Podemos-IU then accused the Basque government of “break the education pact”. After confirming that “the offer to the PP+Cs was the straw that broke the camel’s back”, he questioned the purple formation’s support for the future education bill.

In this context, EH Bildu warned that the Basque government’s offer to PP+Cs aroused “distrust” in them, but called for calm and requested an urgent follow-up meeting of the Education Pact.

The second day of the strike came a few days later on December 13. The organizers of the strike asked the Basque government and the parties that the text “conforms to the demands of the workers for a public education systemown and Basque”. On the same day, Zupiria announced that the new law would enter into force in the first quarter of 2023.

The text will therefore first have to be approved in the Governing Council and then processed in the Basque Parliament, where the pact’s signatories will assess compliance with what was agreed in March 2022, in order to give way to full approval.
