The Basque government presented to the rest of the Basque institutions and agents his draft of the Emergency plan for energy that combines economic aid aimed at governments, industry and citizens with proposals for action aligned with the measures adopted by 11 European countries.

At a press conference, the Minister of Economic Development, Sustainability and Environment, Arantxa Tapia, emphasized that this is a “starting point”, as the parties involved can analyze it from now until August 25 and make your contributions.

The 49-page text has been sent to all the departments of the Basque Government, the Provincial Council, Eudel, the Commission for Sustainability and Environment of the Basque Parliament, the clusters that make up the Observatory for the Industrial Situation and Confebask. The Basque Country must submit its final proposal by the 31st of this month, and similarly, the government of Spain will send its plan to the European Commission in September.

Tapia explained that, in line with Brussels’ proposal to reduce gas consumption in the Spanish state by 7%, the Basque Country should reduce 1,520 GWh (0.12 bcm) in eight months, a reduction that mainly affects industry and refining. , which are the largest gas consumers in the CAV (they consume 47% of the total). “This requires us to take have relevant measures and an alternative mechanismgoing through more renewables or green hydrogen,” he insisted.

The department led by Tapia believes that “strengthening energy-reduction programs targeting governments, industry and citizens is the best shield against unforeseen circumstances. The plan cites 17 grant programs, which are already in force and which in some cases have been strengthened “in the past month”. These would include the MOVES program for the purchase of electric vehicles, vehicles intended for the implementation of renewable energy systems or support for the energy recovery of buildings.

In addition, the companies have specific subsidies for those affected by the high natural gas prices or for those targeting the intensive industry in gas consumption.

Likewise, work is underway with the Ministry of Tourism to launch a utility for energy efficiency projects in tourism institutions.

These grants are combined with: communication and awareness campaigns.

The plan also includes a new initiative to technical support for municipalities. They will advise and support local entities from the Basque Energy Entity (EVE) and IHOBE, so that they can prepare their legally required energy audits.
